Bidding Opportunity – 2022 Spring Overlays

City of Shelbyville recently issued the following announcement.

The City of Shelbyville, Indiana invites bids for milling and/or the resurfacing of 15 streets in the City of Shelbyville for the spring of 2022.

General plans and specifications may be obtained from the City Clerk-Treasurer’s office at City Hall, Shelbyville, Indiana during business hours starting December 28, 2021.

Sealed bids will be received in the office of the Clerk-Treasurer until 4:00 pm on Friday, January 14, 2022.  All bids received shall be opened publicly and read aloud at the Board of Public Works meeting to be held at 44 W. Washington St. in the City Council Chambers of the City of Shelbyville, Indiana Tuesday, January 18, 2022 at 8:30 am.  The Board of Public Works reserves the right to accept or reject any and all bids.

All bids shall be submitted on forms prescribed by the State Board of Accounts, which shall include, but not be limited to a financial statement, a statement of experience, a proposed plan or plans for performing the public work, the equipment available for the performance of the work and a non-collusion affidavit.  A bid bond or a certified check will be required in the amount of 10% of the total bid.

Bids must be in accordance with specifications and terms of bidding, all of which are on file in the City Hall Clerk-Treasurer’s office and are available there to bidders.

All contractors, subcontractors and bidders of contracts with the City of Shelbyville shall submit a written declaration that they will not discriminate against any employee or applicant for employment in the performance of such contracts with respect to hire, tenure, terms, conditions or privileges of employment or any matter indirectly related to employment because of race, religion, color, sex, handicap, national origin or ancestry.  The declaration shall also state that the contractor, subcontractor, or bidder shall comply with the statement as well as these contractual promises.  Failure to submit this declaration will constitute a material defect in the bid, and a breach of the covenant may be considered a material breach of the contract.

The successful bidder, to whom the work is awarded, will be required to furnish an acceptable performance bond in the amount of one hundred percent (100%) of the contract price.  It is intended that actual construction of all work divisions shall be started as soon as practicable, and each bidder shall be prepared  to enter promptly into a construction contract, furnish a performance bond and begin work without delay in the event the award is made to them.

No bidder may withdraw any bid or proposal within a period of thirty (30) days following the date set for receiving bids or proposals.  The Board of Public Works and Safety reserves the right to hold any or all bids or proposals for a period of not more than thirty (30) days, and said bids or proposals shall be and remain in full force and effect during said period.

Said Board also reserves the right to reject any and all bids or proposals and the right to waive informalities.

Specifications for said work are on file in the office of the City Clerk-Treasurer and the office of the City Engineer in the City Hall of the city.
